Description
Data Intelligence, LLC (DI) is searching for a Lead COBOL Developer in St. Louis, Missouri. The Lead COBOL Developer will oversee the development, maintenance, and modernization of mission-critical applications on IBM z/OS mainframe systems. This role requires deep technical expertise in COBOL and mainframe technologies, as well as leadership capabilities to guide a team of developers and collaborate with cross-functional stakeholders. Familiarity with a broad suite of mainframe software and exposure to the VA Java OS/390 V2 Compiler is essential.

Responsibilities:
  • Lead the design, development, and optimization of COBOL-based applications across a complex mainframe environment.
  • Provide technical leadership and mentorship to a team of COBOL and mainframe developers.
  • Architect solutions using Enterprise COBOL V6, VS COBOL II, and IBM Debug for z Systems.
  • Oversee source code management and deployment using CA ENDEVOR and related tools.
  • Ensure seamless integration with DB2, CICS, IDMS, and other core systems.
  • Guide the use of reporting and data tools such as Easytrieve, SAS/AF, and WebFOCUS.
  • Collaborate with infrastructure and security teams to manage tools like Connect:Direct, Smartcrypt, and Hourglass.
  • Lead modernization efforts involving VA Java OS/390 V2 Compiler and hybrid Java-mainframe applications.
  • Drive performance tuning, system integration, and troubleshooting initiatives.
  • Maintain documentation, enforce coding standards, and ensure compliance with federal IT policies.

Required Skills/Experience:
  • 7+ years of COBOL development experience on IBM z/OS platforms.
  • Proven leadership in managing mainframe development teams or large-scale projects.
  • Expertise in CICS, DB2, JCL, and IDMS.
  • Hands-on experience with CA ENDEVOR, Easytrieve, and WebFOCUS.
  • Familiarity with VA Java OS/390 V2 Compiler and Java integration in mainframe environments.
  • Strong analytical, communication, and project management skills.

Preferred Experience:
  • Experience with WebSphere, MailStream Plus, and Pitney Bowes tools.
  • Knowledge of PSF, GDDM, XL C/C++, and batch-to-CICS integration.
  • Background in federal or public sector IT environments, especially USDA systems.
